You can flag any issues in the main repo issue tracker.
Translations for 2.8 are also open on Transifex. If you want to help make CKAN multilingual, you just need a free Transifex account. (Make sure that you translate the 2.8
resource)
And finally if you have been thinking for a while of sending that small patch or you want to fix that little nagging thing on the next release, now it's the time to submit a pull request! ?
