This month’s CKAN Monthly Live will highlight CHISPA.DATA (cali.chis.pa) - more than just an open data portal. A space for citizen control of public entities and facilitates accountability, broad public understanding and the participation of citizens in the city's problems: Safety, Environment, Quality of Life, Mobility and Economy. CHISPA.DATA isn’t just a publicly available platform for transparency in the city of Cali, Colombia (2.5 million residents), it is also a movement to communicate complex civic issues to the public in a comprehensive and easy-to-understand manner.

About the Project
Open data portals are not new phenomena. This open data platform is premised on the fact that publishing data is not enough, and that the message needs to be delivered to key audiences in the terms and formats that they understand and in platforms where they consume information. Chispa has identified that building an open data platform is the first step in a long journey; most cities try to publish a comprehensive group of datasets, and not only does this generate huge costs in terms of maintenance, it also has questionable impact given that there is little interest in the majority of datasets. Chispa's focus is intentionally limited in scope; they focus on what matters most - and in their case - this is security and will be followed by climate/environmental datasets.
About Chispa
Chispa is a non-profit organization based in Cali, Colombia. Their singular focus is on improving the quality of life in Cali, a city of 2.5 million people that is in an economic and security crisis. They are three co-founders who come from the fields of management consulting, communications and technology. They identify problems that need solving, then produce innovative solutions that address those problems in a way that incorporates the participation of four key audiences: the general public, media, subject experts/academics, and students.
